Public Sector Universities at Risk as Financial Crisis Escalates




The Federation of All Pakistan Universities Academic Staff Association FAPUASA has voiced grave concerns over the escalating financial crisis facing public sector universities across the country, urging the government to take immediate action.

In an online Executive Council meeting led by President Dr Amjad Abbas Magsi, FAPUASA highlighted the urgent need for a substantial increase in both federal and provincial education funding. The association appealed to the prime minister, finance minister, higher education minister, and provincial chief ministers to prioritize higher education allocations in the upcoming fiscal budgets.

Additionally, FAPUASA emphasized the need for the prompt establishment of provincial Higher Education Commissions HECs in Khyber Pakhtunkhwa and Balochistan. It also called for financial and administrative autonomy for all provincial HECs.

HEC Chairman Dr Mukhtar Ahmed disclosed that the sector is facing a funding gap of Rs. 60.1 billion, a sharp rise from Rs. 17.7 billion in 2018-19. The current requirement stands at Rs. 125 billion, but only Rs. 65 billion has been allocated, leaving major universities such as Quaid-i-Azam University, IIUI, and Federal Urdu University struggling to meet salary and pension obligations. A request for an additional Rs. 2.5 billion submitted earlier this year remains unaddressed.

FAPUASA also welcomed the federal cabinet’s decision to reinstate tax rebates for teaching staff and urged the Federal Board of Revenue FBR to issue the formal notification without further delay.
