Beyond language reforms, the meeting focused on broader efforts to modernize the civil services, which still operate under a structure introduced in 1973. The minister stated that the current system does not align with contemporary social, economic, or institutional needs, calling for a more adaptive and modern approach.

Recommendations for Structural and Professional Improvements

The minister advocated for a cluster-based recruitment model to bring in specialized professionals across various sectors, addressing the lack of technical expertise in many government departments. He also recommended adopting best practices from the corporate sector to enhance efficiency and service delivery within public institutions.
