New Proposal to Replace English in CSS Exams
In a recent meeting of the Civil Services Reform Committee, Pakistan’s Planning Minister proposed a significant reform in the Central Superior Services CSS examination system. He suggested allowing candidates to choose Urdu as an optional medium in the compulsory subject section, particularly the English paper, which many consider a major barrier. Critique of English as a Barrier to Talent
The minister emphasized that numerous talented candidates are eliminated solely due to poor performance in the English paper. He questioned the rationale of treating English as a deciding factor for eligibility, remarking, “If English guaranteed success, our civil service would have excelled globally.” His statement underscored the need to rethink the criteria for assessing competence.
Language as a Tool of Discrimination
He further highlighted how the dominance of English in exams acts as a form of discrimination, preventin g competent individuals from underprivileged backgrounds from entering the civil services. The minister argued that enabling the use of Urdu would foster equality, enhance national integration, and elevate the status of Pakistan’s national language.
Call for Modernizing Bureaucracy
Beyond language reforms, the meeting focused on broader efforts to modernize the civil services, which still operate under a structure introduced in 1973. The minister stated that the current system does not align with contemporary social, economic, or institutional needs, calling for a more adaptive and modern approach.
Recommendations for Structural and Professional Improvements
The minister advocated for a cluster-based recruitment model to bring in specialized professionals across various sectors, addressing the lack of technical expertise in many government departments. He also recommended adopting best practices from the corporate sector to enhance efficiency and service delivery within public institutions.
