In a recent update to its academic policy, the Pakistan Medical and Dental Council PMDC has revised the minimum academic standards for medical students. The passing score has been reduced from 70% to 65%, while the mandatory attendance requirement has been adjusted from 90% to 85%. These changes will be implemented for students in all academic years across medical colleges, just weeks after the previous stricter standards were introduced. Government Sets Tuition Fee Ceiling for Medical and Dental Colleges

The Government of Pakistan has also taken action to address the affordability of medical education by placing a cap on tuition fees for MBBS and BDS programs. Under the guidance of the Prime Minister and leadership of the Deputy Prime Minister, the Medical Education Reforms Committee has fixed the annual tuition fee for private colleges at Rs 1.8 million. This initiative aims to ease the financial strain on aspiring medical students and their families.

Background and Consultation Process Behind the Fee Reform

This decision comes after extensive discussions in multiple PMDC council meetings held on June 4, 2022, December 10, 2023, and February 23, 2024. A subcommittee, led by Professor Dr. Masood Gondal, conducted a comprehensive evaluation with input from key stakeholders, including private colleges and the Pakistan Association of Medical Institutions PAMI. The findings led to the recommendation of an Rs 1.8 million annual cap, with provisions for future adjustments based on the Consumer Price Index CPI.

Conditions for Higher Fee Requests by Institutions

Private medical institutions wishing to charge more than the capped amount—up to Rs 2.5 million annually—must present detailed justifications. These must include financial reports, performance metrics, and comparisons with peer institutions. Unverified or unjustified fee increases will not be allowed, as the goal is to protect students from excessive and unwarranted financial burdens.
